Most AI voice generators have a free plan, but a free plan rarely means you can publish the audio. Limits on minutes, downloads, attribution and commercial rights decide what you can actually use. This guide shows what each free plan includes, which ones allow commercial use, and how to test them without wasting time.
What “free” usually means
A small monthly allowance of characters, credits or minutes.
No commercial rights. You can listen but not use the audio in monetised videos, ads or client work.
Limited downloads. Some free plans block downloads altogether.
Attribution. Some require you to credit the tool.
Limits per generation. Short text per request is common.
Free plans of six voice generators
These details come from our reviews. Plans change often, so check each pricing page.
TTSMaker. Its site says you may use the audio for any lawful purpose, including commercial use. The free plan gives 20,000 characters a week, with about 20 voices marked unlimited, across 600+ voices and 100+ languages. It has ads and captchas, and files are deleted after 30 minutes, so download immediately.
ElevenLabs. 10,000 credits a month, about 10 minutes of speech. No commercial license, no voice cloning, and attribution to ElevenLabs is required. Free credits don’t roll over.
Murf. About 10 minutes of voice generation in total, with no downloads and no commercial rights. It works as a demo.
Fish Audio. 8,000 credits a month, about 7 minutes, capped at 500 characters per generation, for personal use only. Its pricing page contradicts itself on commercial use, so don’t rely on the free plan for monetised work.
WellSaid. Recent listings describe about 3 download minutes a month and no commercial rights, while others describe a 7-day trial. English only on self-serve plans.
Speechify. The reader app’s free plan has 10 voices and speeds up to 1.5x, and Speechify’s terms say the main app isn’t for commercial use. Studio’s free plan gives 600 credits with no commercial rights.
Video tools with free voices
Fliki has a small free plan with a watermark, 720p export and no commercial rights. HeyGen has a permanent free plan with watermarked videos, and one review reports its output is licensed for personal evaluation only. See our guide to free AI video generators.
Which free plan allows commercial use?
Only one of the six allows commercial use on its free plan: TTSMaker. For the others, a paid plan is needed before you publish. Always check the license for the exact plan you use, and keep a copy of the terms page, because policies change.
Which free plan for which job?
A quick voiceover you can publish: TTSMaker.
Testing the most realistic voices: ElevenLabs, as a test only.
Trying a voiceover editor with a timeline: Murf, as a demo.
Trying cloning: Fish Audio, for personal use, and only with voices you have rights to.
English corporate narration: WellSaid, as a limited test.
A simple way to test free plans
- Write one 100-word script with a number, a date, a name and an English word in it.
- Generate it in two or three tools, and in your own language if it isn’t English.
- Compare the sound, how many retakes you needed and what each used up.
- Check the license before you use anything publicly.
For Indian languages, see our guide to AI voice generators for Indian languages.
Free doesn’t mean unlimited
Free tiers cap characters or minutes, and previews and retakes use them up. ElevenLabs reviewers note that regenerating a sentence to fix a pronunciation uses full credits. If you’re producing regularly, plan for a paid plan and compare costs in our list of the best AI voice generators or our ElevenLabs alternatives.
Frequently asked questions
What is the best free AI voice generator?
For publishing, TTSMaker, because its free plan allows commercial use. For testing realism, ElevenLabs.
Can I use free AI voices on YouTube?
Only if the tool’s license allows it. See our guide to monetizing AI-generated videos.
Is there an unlimited free AI voice generator?
Not really. TTSMaker has unlimited voices on its free plan, but with limits on others and ads. Hosted tools pay for computing power, so most free plans are capped.
Do I need to credit the tool?
ElevenLabs’ free plan requires attribution. Check each tool’s terms.
Can I clone a voice for free?
Some tools allow limited cloning on free plans for personal use. See our guide to how to clone your voice with AI.

This guide is based on our tool reviews, each tool’s published pricing and terms as summarised by reviewers (checked November 1, 2026). We haven’t run our own trials, and free plans change often, so confirm details on each tool’s website.
